Attach scale (17) to arm (16). Apply clockwise
force to arm. Pull 90º to arm. Arm shall not move
with 43 pounds applied.

Apply counterclockwise force to arm (16). Pull
90º to arm. Arm shall not move with 43 pounds
applied.
